The East German secret police, known as the Stasi, had one of the most extensive and effective intelligence networks to have ever existed. By 1989, it was estimated there were at least 189000 informants in every sphere of East German society, and files on millions of citizens. By the late 1970s, the Stasi had moved from overt persecution to a program of psychological harassment known as Zersetzung. The goal was the "fragmentation, paralysis, disorganization, and isolation of the hostile and negative forces, in order to preventatively impede the hostile and negative activities" of political opponents.

The writer Jürgen Fuchs was targeted with Zersetzung methods. He described them as an 'assault on the human soul'. He died of a rare form of leukemia which he believed was caused by the Stasi's use of weaponised X-ray devices on him.

Ethical Considerations of Brain Computer Interfaces - Nanotechnology

Among other technology and techniques, intelligence organizations are using BCI's (Brain Computer Interfaces) to discredit people with COINTELPRO methods.  They are also using synthetic telepathy. This is how intelligence agents communicate with each other and monitor their targets. They can also put thoughts into the brains of others without them knowing.

This sort of communication can be done between a group of people connected to a targeted individual and a computer, and also, from a computer to a human alone. For example, this could be done by a supercomputer that is monitoring the thoughts and the vital signs of individuals and can put thoughts into their head against their own will.

Yes, this is extremely creepy and all 100% real. It is worthwhile technology when it is done with someone's consent and it is a removable device or a headset. But, when it is connected to nanotechnology or a brain computer interface in someone's brain  and they don't know about it... it is an incredible violation of human rights. It not only violates privacy, but also, brain computer interfaces have the ability to control, influence and alter the behavior of people without them knowing it.

Important ethical, legal and societal issues related to brain-computer interfacing are

• obtaining informed consent from people who have difficulty communicating,
• shared responsibility of BCI teams (e.g. how to ensure that responsible group decisions can be made),
• the consequences of BCI technology for the quality of life of patients and their families,
• side-effects (e.g. neurofeedback of sensorimotor rhythm training is reported to affect sleep quality),
• personal responsibility and its possible constraints (e.g. who is responsible for erroneous actions with a neuroprosthesis),
• issues concerning personality and personhood and its possible alteration,
• therapeutic applications and their possible exceedance,
• questions of research ethics that arise when progressing from animal experimentation to application in human subjects,
• mind-reading and privacy,
• mind-control,
• use of the technology in advanced interrogation techniques by governmental authorities,
• selective enhancement and social stratification.
