LOBBYING and Why You Will Never Have a True Democracy Without Making Lobbying Illegal (All Forms) I Don't Know if People Want Democracy, But it Doesn't Matter What Form of Government You Have- This is Destroying it

The American Israel Public Affairs Committee (AIPAC) is not required to register under the Foreign Agents Registration Act (FARA) of 1938 because it is organized and funded as a domestic U.S. political and lobbying organization rather than an agent directed or funded by a foreign government.

Canada does not have a "foreign agent" registration act like the United States, meaning domestic advocacy groups like the Centre for Israel and Jewish Affairs (CIJA) do not register as foreign agents, much like AIPAC in the U.S.

How Canadian Lobbying Rules Work:

Canada has a federal Lobbying Act and a Registry of Lobbyists managed by the Office of the Commissioner of Lobbying, which requires paid lobbyists to disclose who they are lobbying and the subjects of their advocacy (e.g., CIJA maintains registered lobbyists in Ottawa). However, Canada has no specific Foreign Agents Registration Act (FARA) equivalent that forces domestic organizations to register as agents of a foreign government.

The Comparison to AIPAC:

Like the American Israel Public Affairs Committee (AIPAC), organizations such as CIJA operate as domestic, non-profit, or community-based advocacy groups funded by local donors and federations rather than being legally directed or controlled as a foreign government's official branch.

Critics often draw parallels, arguing that these groups push the foreign policy positions of the Israeli government without being formally designated or registered as foreign entities, while the organizations maintain that they represent domestic Canadian community interests and Canada-Israel bilateral relations

The "Flow-Through" Model: organizations like CIJA operate as the advocacy arm of broader community umbrellas—specifically, Jewish Federations of Canada-UIA (JFC-UIA). JFC-UIA is a registered charity. When individuals donate to the Federation network or write checks to JFC-UIA earmarked for CIJA's community programming, those donations can receive official charitable tax receipts processed through the charitable parent organization.

Registered charities in Canada can allocate funds to non-charitable organizations (like advocacy groups) to carry out specific programs, provided they maintain strict operational and financial control over how those funds are used. This framework is often referred to as a "flow-through" or "qualified donee/intermediary" model, and it allows organizations like the Centre for Israel and Jewish Affairs (CIJA) to receive funding from a charitable parent entity like the Jewish Federations of Canada-UIA (JFC-UIA)
