Itamar Ben Gvir- He is the Current Head of the Minister of National Security in Israel. The Equivalent of the Head of Homeland Security in the USA or the Head of Public Safety in Canada. The JDL was at one time on the Terrorist Watch List of the F.B.I. Netanyahu knows.

• Role: An American-born Orthodox rabbi, writer, and politician, Kahane was the founder of the militant Jewish Defense League (JDL) in the U.S. and the political party Kach in Israel.
• Ideology: He espoused a virulently anti-Arab, racist, and theocratic ideology, calling for a strict separation of Jews and non-Jews and the establishment of a Jewish state governed by Jewish law.
• Status: His Kach party was banned in Israel in 1988 for being racist and anti-democratic, and the U.S. government has designated Kach and its offshoots as terrorist organizations. Kahane was assassinated in New York in 1990. 

Baruch Goldstein

• Role: An American-Israeli physician and an activist in Kahane's Kach party, Goldstein was a Jewish supremacist settler in Hebron.
• Action: In 1994, he carried out the Cave of the Patriarchs massacre, where he entered the Ibrahimi Mosque during prayers and opened fire, murdering 29 Palestinians and wounding over 125 others before being killed by survivors.
• Legacy: Goldstein's act of terrorism underscored the violent potential of Kahanist ideology and he remains admired as a "national hero" by some Kahanists today, despite widespread condemnation.

Subjecting people to torture is a human rights violation to their right for a life with dignity. International organizations and several sovereign nations advocate against the use of torture for any reason. Article 5 of the UDHR holds that no person shall be subjected to torture. Under international law, a person’s right not to be tortured is absolute and mustn’t be restricted in any way. Torture is the act of purposefully causing severe physical or mental suffering to another person. People engage in methods of torture “as a means of punishment, coercion, and/or to obtain information.” As an absolute right, no means can justify the mistreatment of a person via torture to achieve a political or law enforcement objective.

The Universal Declaration of Human Rights (UDHR) is a document that calls for “fundamental human rights to be universally protected.” The UDHR was created after World War II with the purpose of setting a road map for human rights, freedom, and notions of equality, to which the international community could be in agreement.[9]

Members of the international community, including the United States, adopted the International Covenant on Civil and Political Rights (ICCPR), which concurrently states that no person shall be tortured. The U.S. is obligated to submit a periodic report to the ICCPR committee every four years. The U.S. reports “on the implementation of the rights and obligations enshrined” in the ICCPR. Once the report is submitted, the ICCPR may issue conclusive recommendations that are not legally binding, but nevertheless “place an important moral obligation on the U.S. government” to comply. Therefore, if a state commits an ICCPR violation, the state must rely on the conclusive recommendations “for immediate implementation within one year.” Also, a Special Rapporteur is “appointed for follow-up to concluding observations, and will produce a follow-up progress report” for the ICCPR.

In efforts to address the various interpretations of torture that would allow some nations to continue pursuing such particular methods, the United Nations (UN) established the Convention Against Torture Protocol (CAT) in 1984, which began its implementation in 1987.CAT does not exempt any recourse justification for committing torture and, therefore, prohibits orders from public authority to be used as justifications for torture. The United States’ stance on torture is similar to what the international community abides by prohibiting “torture committed by public officials […] against persons within the public official’s custody or control.” The U.S. signed the CAT protocol in 1988 with reservations. Thus, the U.S. adopted CAT with the reservation that its Articles were “not self-executing, and therefore required domestic implementing legislation.” This condition made CAT “not directly enforceable in U.S. courts, and Congress generally must pass legislation implementing the provision in a domestic statute to make it judicially enforceable.”
