The 13th Apostle

 Constantine the Great, the first Christian Roman Emperor, is called the "13th Apostle" (or isapostolos) primarily in the Eastern Orthodox Church because his conversion and patronage transformed Christianity from a persecuted sect into the state religion, spreading it across the Roman Empire, making him a foundational figure for the Christian empire.
